Expanding the Gallowgate wouldn't solve that, but it should alleviate it a bit, the upper tier would feel more enclosed than it currently does

Build the new stand on top of the Gallowgate, as in leave the Gallowgate roof there. Then it shouldn't affect the atmosphere, the Gallowgate noise is still trapped.

I was in the upper Gallowgate today, west side. I'd say the atmosphere surpassed my low expectations. Not great by any means, and was rubbish for a long while in the second half, but a few chants going and better than my experience of Palace home (Milburn)
