I don't think the money needs to be transferred for it to be announced. Maybe not, but we were told that the Saudis dont want to announce anything until it's 100% complete so probably includes transfer of funds. Once the Premier League approves it they can't back out and if the funds didn't arrive Mike Ashley would be able to sue them for breach of contract. It's not like buying a house.

The pitch can’t survive without them due to the lack of natural light. They’ve clearly ripped up the pitch as they know it won’t be played on again for the foreseeable. The pitch survived for years before they got the pitch lights. They will just be doing it to maximise the time they can have for the pitch to bed in. There clearly isn’t going to be any games at SJP anytime soon. Even if the game in played behind closed doors and as a home game and not a neutral venue, it could quite possibly be played at the training ground. Sky wouldnt be happy if it was at the training ground as they have camera points mounted all over the stadium. It would look shite.

I'm sure takeover wont be legal until all money is transferred. If the money isn't already in a uk account I imagine there may be an issue transferring 100 million or whatever is being paid up front by the saudis on a non working day. I can't send 100 million from my banking app for example.
