Since they got relegated they've finished: 16th, 15th, 14th, 14th, 16th and are currently 19th, they've also been really poorly run both on the pitch by mediocre managers, and off it, which has let to a lot of apathy. That sort of apathy and mediocrity will make the ground at most clubs look like that picture.
