I think its a huge possibility the new owner will be totally fine with just floating between League 1 and the Championship indefinitely. It's still a huge step up for them. If Short's taking the Parachute payments in return for clearing the debt, then that's all the chance they had to invest gone. They'll have needed that money to give them an edge. Without it they're just a regular league 1 side.
