Also only comes into play if the penalty is scored, if it is saved or missed the encroachment will be adjudged to not have effected the keeper's concentration. then the encroachment doesn't matter. He said it's technically possible to book a player for taking a free-kick too quickly, for example if he's specifically said to wait for his whistle for the restart but it would "not be usual" to give a booking for that. He then watched the incident after I asked, and said that that was the only reason he could think of, having seen it. "Ref was talking to the player so looks probably like he's said to wait.
