I think the key problem is that they seem to make up their mind on whether it’s a “clear and obvious error” based on what decision they want. Kinda like how the Supreme Court now works in the US.

TIL essentially this, except the on-field ref has to decide if the encroaching player could have had "considerable effect" on the keeper's ability to concentrate about the penalty kick by encroaching, or if they had no effect on the keeper's concentration. Also only comes into play if the penalty is scored, if it is saved or missed the encroachment will be adjudged to not have effected the keeper's concentration. then the encroachment doesn't matter.

I checked that Dewsbury-Hall booking with an FA ref who refs some of the games I play on Sundays. 

 

He said it's technically possible to book a player for taking a free-kick too quickly, for example if he's specifically said to wait for his whistle for the restart but it would "not be usual" to give a booking for that.

 

He then watched the incident after I asked, and said that that was the only reason he could think of, having seen it.

 

"Ref was talking to the player so looks probably like he's said to wait. That said, for where the ball has been played to meant the ref was in ok position. Harsh to say the least."
