He's already been awarded citizenship (Dutch passport), but needs to fulfill a UEFA/FIFA requirement of living 5 years consecutively in the same country in order to be eligible to play for our national team. It seems that Mike Ashley is pleased with the impact the likes of Ba have had believes that Shaqiri could take them to the next level.
