Considering Sancho and Rashford haven't massively improved I'd hazard a guess that it's the league more than anything. Think McTominay would have been an ideal Longstaff upgrade though. Look at what the 3 managers you mentioned spent in their short time at Man Utd. Then allow for transfer inflation. Howe has didn't the 8th most in the PL since he's been here. Relatively low wages too, so could probably offer him a substantial increase without too much bother.
