First of all you have to get all the shirt manufacturers to agree to it. For most clubs that would involved manufacturers who no longer exist and who no longer sponsor certain clubs. You also have to factor in how shirts are designed a year out. A club could agree to it, get the manufacturers to agree, and then be relegated and all of a sudden you have a club who didn’t expect to be promoted to be taking their place.
