What is the exact rule like? As that definitely starts outside the box, but there is also contact inside the box. I've seen it given both ways recently and it feels like the rule changes on any given day.

The law clearly states if the foul continues into the box it's a penalty and that's what happens here

As far as I can see in the rules this only applies to a pulling/holding offence. We might want to make sure we know what we are talking about before claiming a decision is correct or not (not talking about you specifically btw)
