Might be when it start that capacity creeps up, or expansion plans start almost immediately. The capacity will solely be based on what is possible physically, what the infrastructure (bus/metro/cars) can handle whilst keeping the police happy as well as the clubs own financial metrics. As for your second point we can suspect that and personally not disagreeing with it but neither I or you can say for certainty they are. When the stadium is completed the entire footprint, including the demolished St. James can be regenerated/developed into beautiful parkland. Stunning walkway upto the ground. Lake and surrounding woodland. Hedgehog heaven Leazes Terrace with views of Sydney Opera House or the Hanging Gardens of Babylon, herds of wilderbeast sweeping, majestically across the plains.
