It’s not really gambling. You’re paying for something concrete that non-members don’t have - access to tickets. Of course you can’t guarantee how many, but it’s fairly well known how likely or unlikely it is. They could equally make the ballot open to all but it would be absolute chaos of away fans and touts. If you think now is bad then try making the ballot free to enter.
