I think you can get dispensation to move. wow. how could they apply a rule like that? its not like a team is going to try to buy someone when there is a rule saying that you cannot buy this person because you cannot play for more than 2 teams in a season. The rule never gets enforced because no one trys to break it. Its a bit like saying. No one has ever enforced the rule that you are not allowed to pick up the ball with your hands and run with it and then place it in the other team's goal. Yes, but if someone were to try to do it then they would enforce it.
