It applies under ordinary circumstances, but when you're INVITING the entire world in for a month, when there were shit loads of alternatives and you have zero football history and then you ask them not to do things that are entirely normal to everywhere else in the world, you're taking the fucking piss. But no drinking...at a World fucking Cup and cover your skin....in 45 degree heat, it's specifically annoying. I mean by the time people prepare bids, get the backing from their countries again, make the bids, then have a vote then you will pretty much need to be getting ground construction going straight away.
