Sort of but only for empty seats visible from tv cameras, and they'll help out, not by subsidizing tickets or anything but by providing big tarpaulin sheets that cover empty sheets and give the appearance of people sitting there or something. Means clubs have to do their up most to get fans in. I get trying to get fans in, but fining them when they fail to do so just seems a bit harsh.
