The RFU want to rebuild it but can’t afford it. If they sold it to Chelsea (and rented it back to RFU as non-priority tenants) then Chelsea could just rebuild it to a capacity that suits them. As it happens, I think Chelsea could sell out an 82k capacity stadium easily. We are past the point where 50k-60k seater stadiums are for elite clubs.
