They do look like they are making themselves hard to beat though which might be all they need to stay up. The likes of Palace have been voting for the rules to protect their own status quo more than just because they like Man Utd etc. They've been sat for the last few years happily watching the gap between the prem and champ get bigger and bigger. Clubs like palace, Brighton, Brentford all know that relegation is far more likely than winning the league but if the rules prevent promoted teams from investing heavily then their own league places are much more secure. I'm guessing whoever* is in trouble in January goes fuck it and splashes the cash to try and pull themselves out of it which is a luxury the promoted teams won't have. * apart from Wolves. Is it to give the other 17 (or 14 of the 17 in your scenario) a reality check of the financial gap? Think it’s also harsh on Leeds to call them inbreds, but fair enough. Basically there's a bunch of clubs who are happy with the status quo. A virtual closed shop suits them. 3 promoted clubs get flushed every year so there's no threat to their income. They also don't want to spend so can hide behind the rules they vote in that support the cartel's grip whilst giving them an excuse NOT to invest. Essentially its what the cartel have done, with the exception of Arsenal the rest weren't of that status at differing points in time and I'm sure Liverpool wouldn't have been nearly as happy with the status quo when they were Everton's poor relations.
