Think it's because they're not good enough to go far in the Champions League, are better than the second tier sides in Italy, Spain, England, etc. and they take it more serious than the big European clubs who miss out on the Champions League or finish 3rd in the group. Even in a nation like France, the Europa League is not prioritised. When the likes of Montpellier are putting out reserve sides, that nation has little interest in winning. It's the same in England as many other countries. Why exert so much effort to qualify, only to push it to the side? Credit to the Portuguese (and the Spaniards) for making this tourney worthwhile. It's the top 2 Portuguese teams besting the second tier English/Italian/Spanish teams. Braga, though, that's a sensational run for them this year.
