The home-grown rule is that you must be registered with club(s) in that association for 3 years before the age of 21. In this case, having a UK passport makes it easier for renewal of their work permits and nothing more since the PL has no foreigner limits compared to other leagues. Ronaldo is right, he got caught out a couple of times when diagonal balls we're played in and around him.
