Some absolutely huge capacities in the German 2nd tier - Hertha 74k, Schalke 62k, Hamburg 57k, Dusseldorf 54k, Nuremberg, Kaiserslautern, Cologne, and Hannover all with 49k, that's 8 of 18 with capacities pretty much 50k, or significantly more.

 

Looking like Hamburg will finally get back to the top flight next season

The tickets in Germany are cheap though so I would think that's why the capacities are big. 

But still great capacities especially for second division outfits.

Some of that will be true, but I think it's more some traditionally big teams, in huge cities, have lost their way over the years. The current bottom 3 in the top flight have 15k, 26k and 15k capacities and if Hamburg and Cologne go up (current top 2 with 57 and 49k respectively) then it will even itself out a bit more next season. 9 of 18 top flight clubs have 30k or less capacities.
