This is a "shock" in that Ranger does have potential and could become a legitimately good player. Letting him go now would be silly especially when we could ship him out on loan to the Championship/wherever to get that experience he's lacking and come back an improved player.
On the other hand, he has apparent attitude problems which is stalling his progress and so letting him go wouldn't be too big of a loss.
Maybe this news will be a kick up the arse for him to sort himself out on/off the field. Personally, I would go with what I said in the first paragraph.
I think more would be made of it considering Harper's status and length of time at the club.
Though there's nothing to say it's an actual sale, bid we've received or accepted or whatever. If it is Harper it might just be that he feels he has to move on or something similar.
For this reason, don't think it's Harper. But we shall see in the next 5/6 hours or so.....
