Arsenal are not interested in Oba. The media have been linking him to them ever since he arrived here, my guess is it's purely because he's a young African. Arshavin is much more complete that Arda. He can dominate a game, Arda drifts in and out. I would take Arshavin myself, like someone said before, he is Beardsley-esque.
