He’s right that the deal isn’t complete but that isn’t the case until everything is signed and the medical complete. It would be a really rare occurrence for Romano to post a ‘here we go’ if the deal wasn’t essentially done barring something unforeseen.

Fab’s here we go seems to come after a verbal agreement between the parties, the deal can still fall through after that but it’s rare (happened with Malacia).
