Could well explain why Mancini can afford to say 'go if you want' to his players including Tevez in contrast to how desperate they were for him to stay in Jan. Adebayor's unlikely to have a future there, Dzeko's struggling to establish himself, Tevez doesn't seem to be at all sure about his future, and Balotelli is.. well, Balotelli. Well yes, City could sell Ade, Dezko and Tevez, but at this moment they're well stocked.
