Why does the ref always wait for the goalkeeper to take the goal kick before the whistle is blown? Does the ball have to be in play when the whistle is blown? Incidentally, this sort of thing is why FIFA have appointed Time Lords as referees at the highest level, so they can freeze play, knee the physio in the knackers on the bye-line and then resume the match as if nothing happened. And it would be a Drop Ball due to law 8 - If, while the ball is still in play, the referee is required to stop play temporarily for any reason not mentioned elsewhere in the Laws of the Game, the match is restarted with a dropped ball.
