In a situation like that in the mackems-racists match: there are 3 minutes added on, the clock's showing 93:30 and it's a goal kick.

 

Why does the ref always wait for the goalkeeper to take the goal kick before the whistle is blown?  Does the ball have to be in play when the whistle is blown?  Can see why they'd let a team take a corner I suppose but the goal kick thing is pointless and happens often.

Tediously, this is absolutely correct.

 

Incidentally, this sort of thing is why FIFA have appointed Time Lords as referees at the highest level, so they can freeze play, knee the physio in the knackers on the bye-line and then resume the match as if nothing happened. Obviously we're none the wiser and the beautiful game remains unsullied by gamesmanship. Well done FIFA. :thup:

It's called "outside Interference or outside agent".

 

And it would be a Drop Ball due to law 8  - If, while the ball is still in play, the referee is required to stop play temporarily for any reason not mentioned elsewhere in the Laws of the Game, the match is restarted with a dropped ball.
