Carver's seen doing what he does (which isn't all that much until a Wigan coach - whom I sure won't get mentioned once - gets involved to shove him), gets sent to the stands. The ref saw something happened, but not what happened, so that counts as seeing it? The whole organization is incredibly poorly run, I can only think this decision was made out of fear that this could become a precedent, which it should.
