That way you're essentially getting the same quality, or hopefully the same quality, instead of losing really important parts of your squad outright. It brings way more parity to the league. I think something needs to be done around the finance side but quite like the buying of players, however teams like Chelsea shouldn't be able to hoover up all the talent and put 20 players on loans. There should be a limit. Maybe players should be made to see out at least 2/3 of their contract and outbound loans should be limited to first team squad only / limit total number of players classed as non-youth players to 30/40 with a vast proportion being British born. Don't get me wrong I'd love to see more parity between the haves and the have nots and not just in the the UK but across Europe where great clubs like Ajax, Anderlecht, Red Star, etc are a mere footnote these days. They'll be able to strengthen their squad with the money from the Kante sale. To say nothing of the fact that he helped them win the league last season, which should be reward enough for that club.
