Accidents happen. If the knee was high with the intent of injuring the other player it's a sending off, just don't think (from the replay) Neuer had even clocked the Argentine coming right at him. Bottle jobs by officials usually in these situations. Neuer is a f***ing coward. Anything but I'd say. Nah. Keeps acting the tough guy but leads with his knee to make sure he doesn't get hurt.
