Pickford is only 3 years older I think and Woodman really needs some proper game time in a decent league to start developing more. Massive potential. He'll eventually force a move if he doesn't get loaned out and only plays for the U23s. He's supposed to be a good prospect. He needs proper games. No idea what's gone in behind the scenes but he only had two offers and both from League 1 apparently so I suspect Rafa felt he was better off staying here and working with Dubravka until January and trying to find a better club for a loan then.
