Given that blackletter dates back to the 11th century, it has a whole array of connotations and uses than just Nazi propaganda. Fraktur I believe was the specific blackletter typeface most associated with the Nazi party, but even then, they did not create or have ownership of the typeface, it's simply because it was prevalent in German literature and in general due to it's legibility when used with the German language. Naturally, the Nazis used it simply because it lends itself well to the language and its compact form when printed allows it be read quickly - allowing them to convey messages effectively, hence its use in this flag presumably.
