Because the press used it for click bait thinking by the time the report was published the takeover would have been resolved one way or another. I’m also guessing that the Qatari’s were able to use some of their friendly journalists to publish their agenda and using the WTO report. It was also further enhanced by Qatari bots on social media. By the sounds of it Saudi have been found guilty of not punishing the piracy or stopping it, but there's a world of difference between that and actively engaging in it.
