They're not football people and will see a massive decline in the league irrespective of circumstanes. I think to be fair you'd have to accept even as football people 13th or lower is unacceptable. May as well wait for the end of the season (please, hurry) because we could just as easily finish 8th or 9th which would be fine, with the cups.
