That's how I took it anyway, when he comments on needing previous six weeks, etc. i.e. being ready for Sweden. It suggested that if clubs prevented players joining up with National teams, they could face FIFA sanctions. However the more likely route would be the standard thing, where the player could not play for his club team within a certain timeframe of the National team fixture(s). i.e. so you cant just say a player is injured or don't want him to go, then play him in your next fixture. Normally its them urging so and so to find a new club in order to get regular football if they want to be considered for a call-up. It's just getting noticed because of the calibre of the player.
