100% if you are being marked and in the eyeline of the keeper you are involved in the play.

Because he doesnt touch the ball, doesnt challenge any opposition player and doesnt obstruct the keeper because the goal scorer is between him and the keeper.  His entire involvement in play is to jump next to the goal scorer and obstruct no oppositon player at all.  Did take far too long though, should have been a 3 min check at best.
