The deal was made early in 99/00 - when they’d won seven (56, 57, 58, 59, 60, 66, 98). I know my European Cup years. It was put through in 2001 - it took time to work its way through govt (local and national). The deal was made with the Spanish govt and local authorities - who paid £290m (!).
