Depends on what is meant by "working on a deal". We were not actively negotiating with Osasuna until the Gordon deal was pretty much done

No matter what the big teams will always win out, under no PSR City and Chelsea would have become unstoppable. We likely would have been relegated and never in this position to begin with.
