I say ‘changing’, but it’s a potential administrative change rather than a change to who might be able to access them (that will remain unchanged whichever option they go for). Personally, I don’t think there’s any particular ‘moral dilemma’ in terms of what’s fairest here, so I’d just say vote for whatever suits your personal circumstances best. Well, I’m taking it at face value when I say it makes no difference.
