That's definitely a bit harsh. In his last few outings he's scored a couple of goals and caused Everton a lot of problems (should have had an assist if Schär hasn't skied it). I'm not convinced he'll be anything for us other than a modest PSR flip, and I don't think Howe trusts him yet, but he's got something.
