The rules say that, at the start, the final draft pick gets first choice of waiver. Then it goes from low ranking, upwards.

Newcastle's offer for Stoke striker Joselu wasn't anywhere near a reported £12m, The Sentinel can reveal.
Newcastle tabled an offer for the Spanish striker which was dismissed by Stoke's hierarchy last week as derisory.
The Sentinel now believes that figure was a fraction of the £12m being reported over the weekend.
Stoke would want to recoup most if not all of the £5.75m they paid for Joselu when signing him from Hannover two years ago.
