Because it's a better option than doing nothing if he's unwilling to cooperate. He literally has one sort-of offer on the table at the moment and it's unacceptable, I don't see a lot of options. Also, the optics of us holding a player "hostage" or however the media will refer to it as will be absolutely horrendous for future business.
