Well of course you have to blame Ashley for everything ultimately, but Charnley is a lickspittle who just does the admin - he has no real influence. Carr makes the football decisions, from what I gather.
As such, the tactics have been his.

McClaren was *his* choice, and the players brought in were *his* choice.
Look at the character of the players signed since he arrived, and you see the cause.
