Christ what a faff on. All this to stop change at the top for the first time in football's history. Instead of that I propose 1) go back to the way it was that seemed to work fine for over a 100years. 2) have a universal spend cap that applies equally to the cartel as it does the newly promoted clubs. Simples. Except neither guarantees clubs at the top will remain at the top and that's what all of this - this entire fuck around - is about.
