I think it's mainly down to all the cheap deals they keep offering - you know for a fact they'll sell half season tickets at a reduced rate come Christmas so even if you just buy individual tickets until then you'll probably end up ahead. It's nothing to do with cheap deals. The standard cost of a season ticket in the Gallowgate for 14/15 is £578. A member buying 19 single tickets (at Man City Prices) would pay a total of £567 (inc £35 membership). Cheaper to not get a season ticket this year.
