But they've still been able to attract high-quality, high-priced players over the years. Recently, Cazorla, Podolski, Monreal, Gervinho, Giroud, etc. Only a handful of PL teams have the funds to sign players like this. Simple as that. Buying Cazorla, Podolski, Monreal, Giroud came at prices of selling Cesc, RVP etc. Their net spend might be high but it's a well known fact that they can't spend as much as Manchesters and Chelsea and therefore will be 4th-5th.
