Looks very possible. that looks a horrible deal for Toronto Defoe wants to leave, Altidore will score boatloads in the MLS. Also, IIRC Toronto doesn't really get to decide, the MLS gets to decide if the offer is adequate. And the MLS probably wants Altidore there; he's still a star in the US, isn't he? I guess so. If you're on the US National Team, they can market you. No-one will have paid attention to the fact he hasn't scored a goal since 10000BC. He's got a lot more genuine talent than most English players his age. It's a bit of a cliché but if someone can get him to mature off the field he'd be an excellent signing.
