They know that transfer fees are going through the roof and establishing the club in the PL is going to become more and more expensive as each year passes. Not willing to invest despite having a top manager in situ, when Rafa walks we'll go down and even if we do fluke promotion back it'll be under a poorer manager who will need to spend even more!
