It would reduce the pressure on the officials on what to do and make fools of teams all the time for using their only review wrongly constantly as teams would only use it if they were certain a howler had happened (eventually). Would adopt a version of the NFL challenge system. I.E. a manager can challenge major decisions once, if it's upheld he can't challenge again. If it's overturned he can still challenge one more time.
