Think I read that this applies to deals made under supervision of the old Marseille board (so pre-Aug '16), so suspect Chelsea would be under investigation for the Azpilicueta purchase rather than Batshuayi. I think the whole Chelsea being involved will hold them back, so too with West Ham as well.
