Potentially mandate a the sale of minor stakes for fans in each club within x years, a proportion that slowly grows over time, as well as a "right of first refusal" for fan groups - if a team is up for sale and an offer is accepted, fan groups have first dibs to buy a stake pro rated at the purchase price if they can stump up the money. So much that's crap about modern football can be attributed to them in one way or another. I was gonna say maybe betting, but Sky have got a massive betting enterprise of their own so they can't be trumped by that. Racism appeared a tad worse a few years ago so wouldn't associate that with modern football. Placid tourists more like these days.
