It needs to be there to make it absolutely crystal clear what his intentions are. It also puts it on the record that he has asked to leave - not that “there was a deal where the club said he could leave” or “we had both agreed that he could explore options”, stuff like that. Those are all vague, nonspecific phrases that can be interpreted in multiple ways. A transfer request is very clear and very straightforward. If he wants to leave, he can submit the request. Then he can publicly say what he was promised and he can air all his grievances out for the world to see. If he’s telling the truth and if he is being so badly treated, revealing all of that publicly should result in a swell of public support. Liverpool have been smart financially in the last few years. Whether it's flogging academy players or knowing when to cut loose on older players like Sadio Mane, they've done some good outgoing business (they've also benefitted from the Saudi Pro League's recruitment drive to the tune of about £100m). That underlying patience and strategy is likely being carried out right now and has them feeling that they can get Isak without the need for him to incur financial penalty. They also want a defender. I'd expect some kind of movement on that this week and if the player costs between 30-50m, and wants wages of 75-140k, that could add anywhere from 50-90million to their spending depending on how much is demanded. In that case, they may want to wait 12 months and see if Isak becomes available for 90-110m as they tried for this year. This is a microcosm for my gripe with PSR. Once you're elite, you can take much bigger risks than those aspiring to be elite. If we get an Isak wrong we're in bother, if we get one right he probably ends up at Liverpool. They are reluctant. Because it does usually mean a financial penalty, yes, but it also does mean something - it means they are publicly making it known they cannot abide being at the club any more. Players know that will generally make them look like shit to most supporters - so they want to have their cake and eat it too by surreptitiously engineering a way out.
