The reason they are 16th/17th is because they have given up their league form to concentrate on europa. There used to be a period in time when it was the opposite which made uefa do changes to make teams take the tournament more seriously. It's the premier leagues problem that a team so low in the prem table has been able to be on the beach for months due to teams getting promoted being so bad and ill prepared for the league due to psr/ffp.
